I struggled with this issue, what fixed it .... synchronising windows time and/or having correcting language/locale settings..!!!!!!!!!!!!!
I went to Control Panel and into Programs and Features and ran a repair on Microsoft Edge WebView2 Runtime and rebooted and it fixed it for me
